An Invitation for You...


Dear Friend and Mountaineer Citizen,

 After previously coming out of retirement, serving as an elected Delegate from 2010-2014 and also from 2018 to currently, I have carefully and prayerfully pondered a steady stream of personal pleadings for me to once again answer the call to return to duty.
 Once again, I'm doing this as a Republican candidate for re-election to the West Virginia House of Delegates, District #59 (Berkeley-Morgan counties).
 As a battle tested conservative and liberty-minded Christian, living for about thirty years in the same modest home within the district, I'm ready to again continue to take up the gauntlet on your behalf.
 Working together to stay independent, we must not give up our fight for integrity, accountability, and transparency in our state government.
 That's why West Virginia deserves firm and faithful legislators, who will stand up and work faithfully to defend our paychecks, our values, and our choices.
 Please support me in this fight to protect West Virginia and the values that have made America great.
 As your Delegate, you can be sure and for certain that I will continue to stand up to the "go along and get along" crowd in our State Capitol, and devoutly defend our shared West Virginia values.
 And so, you always can count on me to stand up and speak out on behalf of:

* Reducing taxes and the top-heavy and centralized power of our state government, in order to leave more money in your pocket and more choices in your life.

* Making educating the next generation of Mountain State citizens a top priority. It's vital that we strengthen education in West Virginia, ending the Common Core Curriculum (by any name), and getting rid of our top heavy education bureaucracy.

* Defending our traditional West Virginia family values and protecting our God given freedoms, including lives of the unborn, and putting an end to government's intrusion into our lives and liberty. By the way, that's why "West Virginians for Life" has endorsed my re-election.

 * Continuing my support and sponsorship of reasonable "term limits" for career politicians. I also have and will continue to support and sponsor legislation to eliminate pension benefits for our West Virginia citizen legislators.

* Protecting our Constitutional Rights, especially the 2nd Amendment and all of our "Bill or Rights"...in other words, all of our Divinely inspired Constitution! That's just some of the reasons that the West Virginia Farm Bureau and the National Rifle Association has endorsed my re-election, plus the West Virginia Citizens Defense League has given me an "A" rating and named me as a "consistent supporter" of the 2nd Amendment.  But, I can't take a stand and fight in Charleston for you without your support, not only for you and your family but for all of us in West Virginia.

A Personal Note from Cheryl




Dear Fellow Mountaineer Friend and Neighbor,


 My name is Cheryl, and I’m writing you today, because my husband, Larry D. Kump, is running re-election in the Republican Primary for the West Virginia House of Delegates, right here in District #59 (Berkeley-Morgan counties).

 I know, making a decision about who to vote for in any election really can be tough. It can be hard to get to the real truth about the candidates.

 So I’m writing to introduce my husband, Larry D. Kump, to you, on a much more personal level. 

 From our first conversation, prior to our marriage, I immediately knew that Larry was my soul-mate. He's God’s answer to my prayers. His entire life has been dedicated to public service, including his ongoing service as a West Virginia citizen legislator in the West Virginia House of Delegates (2010-2014 and from 2018 to now).

  Larry is a gentle leader who works to influence rather than demand.  He treats me with tremendous respect, and his sense of humor never fails to crack me up.

  Despite all the demands on his time, Larry always makes sure that I am his top priority.

 Even so, Larry works hard to fight for his core principles, and you always can count on him to keep his word. His personal ethics of integrity, transparency, and accountability are a true reflection of his heart and soul.

   There simply is not a more beautiful place on earth to live than West Virginia, and Larry and I are both dedicated to making it better.  But the fact is, many of us still are facing hard times, and that impacts every single one of us and our families.

 With more and more big-government tax-and-spend policies and intrusions into the lives of us and our families, too many of us still are struggling to make ends meet for our families and to keep our independence.

 That’s why Larry is pushing so hard to grow jobs, fight excessive government control over our lives, bring us tax relief, protect our 2nd Amendment and other Constitutional rights, and bring us all into better tomorrow, not only for all of us but also for the unborn. That's why the National Rifle Association, the West Virginia Citizens Defense League, West Virginians for Life, the Farm Bureau, the Chamber of Commerce, and so many others stringly support Larry.

 Larry wants our next generation of West Virginians to inherit a vibrant and strong economy – so that none of us (and especially our children) have to leave to find work in another state.

Kump seeking re-election in 59th District


FALLING WATERS — Delegate Larry D. Kump, R-Berkeley/Morgan, is running for re-election in the 59th District.
Kump was elected to the seat in 2010 and 2012, defeated by Saira Blair in 2014, who served two terms, and elected again to a two-year term in 2018.
For most of his life, Kump has worked in positions serving the public and said he wishes to continue as long as voters are willing to send him back to the West Virginia House of Delegates. He said after his retirement, he was encouraged to run the first time by people who knew him and wanted him to put his expertise to work on behalf of the public.
“As always, my principles and practices are all about accountability, transparency and personal integrity,” Kump said. “For me, my decision to again serve in public office was because of my firm conviction and personal passion to do my best to be an independent voice on behalf of our personal liberties and responsibilities. As a liberty-minded and battle-tested Christian conservative, it is important for me to not listen to the loudest and most raucous voices in the public arena, but simply to hear the heartfelt feedback of concerned citizens.”
He is opposed in the Republican primary by Morgan County Commissioner Ken Reed, whose wife Tally Reed ran against Kump in 2018. The 59th District includes portions of Berkeley and Morgan counties, including the communities of Hedgesville, Cherry Run, Jones Spring and The Woods.
Kump believes experience counts in the private sector and in the Legislature and that he’s the best qualified candidate.
“I was in the criminal justice system as a high security prison case manager for 17 years,” he said. “Before that, I was a legislative director in the Pennsylvania state Senate almost directly after college. I worked in labor relations in the public sector for 18 years. I’ve got all kinds of public sector management, labor relations and accountability experience.”
He said details of his background can be found on his website, and he has either proposed or been a supporter of over 40 bills, many of which passed in the recent legislative session. He said he continues to remain a staunch supporter of the Second Amendment, personal property rights, individual liberty and pro-life family values.
“Especially dear to my heart are those God-given rights and responsibilities promised to us by the First, Second, Third, Fourth and 10th amendments of our Constitution, including our personal property rights, as well as the rights of the yet unborn,” he said.
One of those bills was HB 4376, which he said protects the people’s rights and disallows municipalities from violating people’s Second Amendment rights.
HB 4522, he said, makes it easier to renew or get a West Virginia driver’s license if possessing the federal real ID.
“We loosened up how West Virginia dealt with that,” he said. “It makes it easier going forward, particularly for women. With name changes and marriages or divorces, it becomes a real hassle.”
He drafted and sponsored HB 2497, giving more protection to West Virginia public employees blowing the whistle on corruption or mismanagement, saying it was a big step forward, because no one would know more about what goes on in the government than the people who work in it.
“HB 4092 was the Foster Children and Foster Parents Bill of Rights, that I was proud to support,” Kump said. “We put money and protections in for foster children and foster parents. HB 4007 was the Born Alive Survivors Protection Act. I was a big supporter of that legislation.”
He also cited HB 4062, the pharmacy audit.
“When prescription drug companies provide a discount, this requires the discount be passed on to the health insurance premium or to the actual cost of the drugs for the consumer,” said Kump.
HB 4089 requires cursive writing to be taught in schools.
“Some students cannot write a letter, because they don’t know how to write in cursive,” said Kump. “That was a pet peeve of mine, and I voted strongly in favor of that proposal.”
He was proud to sponsor HB 2419, dealing with pre-trial release of inmates. They can be released without jail until trial date unless they are a violent offender, escape risk or a danger to public safety.
“That saves the taxpayers money. We don’t have to feed and house them while they wait for trial,” Kump said.
Two bills he had hoped would pass, but did not, were HB 4639, of which he was a primary sponsor, and HB 2605. He said HB 4639 would’ve allowed residents to renew vehicle inspections every two years instead of annually, and HB 2605 would’ve allowed changing municipal and county elections on odd election dates to primary or general election dates to encourage more voter turnout.
“Voter turnout’s usually low on June municipality election dates or county-levy dates,” he said. “In Berkeley County, on the last levy election, turnout was 6%.”
Other bills Kump cited include HB 4129, which takes some of the bureaucracy out of the adoption process; HB 4478, making any person previously convicted of human trafficking ineligible for a commercial driver’s license; and Adri’s and Owen’s Law, which establishes penalties for the abuse of an incapacitated adult and for a non-verbal special needs child.
He said he strongly supported Senate Bill 562, which also passed the House, to expunge the record of anyone found not guilty of a crime or dismissed from a crime.
Kump also said he and about a third of other legislators filed a taxpayer’s protection pledge, which says they vow not to raise taxes unless it replaces another existing tax.
“We have plenty of money in West Virginia. We just don’t allocate it right,” he said.

Why Are You Running For Office: After spending a lifetime in various forms of public service, it is my duty to continue standing up and speaking out on behalf of good governance as well as personal and professional ethics. West Virginia still needs much more legislative accountability and transparency. Our state government has made progress, but still is top heavy with bureaucracy, and much more needs to be done to keep more money in taxpayers' pockets by spending and budget reform, as well as giving more of a voice to local governments and the rights of the people, including our family needs and concerns,
Identify The Most Pressing Issues Relevant To The Position You Are Seeking And How You Would Address Them: The ongoing Corvid 19 pandemic must be addressed with a responsible balance of community health needs and our basic Constitutional rights. Legislative oversight is needed regarding the length of time allowed for the Governor to implement emergency executive orders and to provide reasonable means to allow us to return to work and provide for our families.
Meanwhile, the previous need for better job opportunities and salaries now is an even more pressing concern, and an elimination of our Business Inventory Tax will bring more and higher paying jobs to West Virginia.
Our court system remains in need of reform, and I have a legislative proposal which will provide an improvement over our judicial appeal process, but also will be cost effective and not include another top heavy and burdensome level of government.
Finally, West Virginia is long overdue for a systemic overhaul of our budgetary and tax system, which overhaul has been proposed repeatedly over the multiple previous administrations but never implemented. A fairer and more effective program can and should be implemented, that will not increase our tax burdens.
What Makes You Best Suited To Serve Your Constituents: My support of pro-life and family values, our 2nd Amendment rights, property rights, and more responsible and effective governance is second to none.
I unabashedly support the re-election of President Trump, firmly believing that he is our best choice to lead our nation forward.
My personal history of integrity and ethics is without question, and I always put principles over politics, regardless of the consequences.
It is both a sacrifice and a privilege to serve as a citizen legislator, and I take my sacred oath of office seriously.
